A Portland woman’s been charged with a hate crime for allegedly tearing an Islamic student’s hijab from her head and trying to strangle her with it. 

KBOO's Annette Newell spoke with Zakir Khan, Board Chairman for the Council on American Islamic Relations, or  C.A.I.R. Oregon, about this and other cases, and hate crime law reform in the state.
