Planning for Developers or Residents?
Oregon has maintained a statewide program for land use planning since 1973.
As part of this program, State law requires each city to adopt a comprehensive growth plan - and the zoning laws needed to put it into effect.
Portland’s most recent comprehensive plan defines a new type of so called ‘middle housing’ and would potentially up-zone all of Portland’s residential neighborhoods.
Some neighbors are crying foul.
