A divided Federal Communications Commission voted yesterday to relax one rule banning corporate ownership of a newspaper and broadcast station in the same city. The ruling also tightened the growth of big cable television companies. KBOO’s Kit Brazier spoke with Joe Torres, Government Relations Manager
