Last week, Portland Mayor Charlie Hales announced his plan to conduct a major police sweep of homeless encampments through the city in the coming week. In recent weeks, the city has been making sounds about problems along the Eastside Esplanade as well as downtown. What does uprooting of the city's most at-risk residents say about the mayor's anemic homeless policy? Why is a city that prides itself on being progressive still permitting sweeps?
