22. Programming Changes

    PROGRAMMING CHANGES



All proposed programming changes shall be presented to the Programming Advisory Committee for discussion, as per the Programming Task Breakdown Policy.  The Program Director shall post a notice at the station and notify any programmers whose programs may be affected by the changes at least 21 days prior to the meeting.  In the event of major changes, the Program Director may choose to publicize the meeting in the program guide and/or over the air.  Opportunities for public input shall be given at the meeting.  The Programming Advisory Committee shall make a recommendation to the Program Director concerning the proposed change at the committee's next meeting, at which there shall be additional opportunities for public input.


After considering the recommendation of the Programming Advisory Committee, the Program Director shall decide whether and in what manner to implement the proposed change.  The Board may overturn the decision of the Program Director if, and only if, it finds that decision to be inconsistent with the KBOO Programming Charter; the criteria for making programming decisions, as stated in this policy; or programming objectives adopted by the Board.


KBOO accepts the fact that there are numerous communities, most of which have no access to radio.  In making programming  decisions, the Programming Advisory Committee and Program Director shall use the following criteria.  Our goal is programming that:


*     Furthers the goals and values set forth in the KBOO programming charter;


*     Furthers the goals set forth in the Equal Employment Opportunity/Affirmative Action plan;


*    Does not discriminate on the basis of race, color, creed, national origin, gender, sexual preference, age, religion, marital status, or physical or mental disability;


*    Encourages positive relationships and increased understanding among different cultures;


*    Provides exposure to innovative and unrecognized cultural forms, music, and spoken word programming;


*    Is alternative, i.e., does not duplicate programming available in the listening area;


*    Strives for technical as well as overall quality;


*    Does not proselytize a religion.



In scheduling programming, the Programming Advisory Committee and Program Director shall attempt to target community-specific programming to the best times for that community, accepting the fact that different communities may have legitimate needs for the same block of time, and to build audiences.
