Portland area residents, property and business owners are at odds with the Portland City Bureau of Development Services complaint based program of enforcement regarding city code violations.
Many argue that there is an overwhelming inconsistency in the way that violation are handled throughout the city.  Michael Wright owns a piece of property on West Burnside that has been at the forefront of some of this controversy.
